Modern logistics, as an advanced organizational method and management technology, integrates information technology and other high-tech means. Although logistics in Chinese manufacturing enterprises has developed rapidly in recent years and achieved considerable progress, the logistics industry in China is still in its initial stage of development. The pattern of extensive operations has not fundamentally changed, and the levels of logistics development vary greatly between regions and industries. Gong Yi summarized the main existing problems as follows:1. Enterprises do not have a comprehensive and profound understanding of logistics services. With the development of the social economy, customers’ requirements for logistics services have become increasingly personalized and diversified. However, a significant portion of manufacturing enterprises in China have not yet realized the importance of logistics and consider logistics services as a one-way contribution to customers. They fail to consciously and proactively improve logistics service quality and instead try to reduce logistics costs at the expense of service quality. This practice prevents the value-added functions of the supply chain from being developed and, conversely, causes enterprises to lose many potential customers. Moreover, although some enterprises have recognized the importance of logistics, they have not implemented it in practice and have not integrated their logistics strategies into their overall corporate development strategies. This approach results in management personnel at all levels being content with low-level logistics and lacking the initiative to improve logistics service quality.2. Unreasonable layout and planning of logistics facilities, low level of logistics equipment. As modern logistics started relatively late in China, most manufacturing enterprises did not consider logistics factors when designing production processes and planning logistics facilities. Instead, they focused primarily on production, leading to poor inter-process coordination inconsistent with modern logistics requirements. This has caused problems such as overlapping operations, back-and-forth transport, and inefficient handling within the factory. Currently, self-operated logistics still occupy a significant proportion in Chinese manufacturing enterprises. The overall level of logistics equipment is low, relying mainly on manual labor to complete various logistics tasks. Even more advanced enterprises cannot fully achieve mechanization and automation, still requiring substantial human labor.3. Outdated management methods, low level of logistics informatization. Many manufacturing enterprises still rely mainly on labor for logistics management, with only a few enterprises reaching the initial stage of decentralized, business-oriented computer management. The information systems they have are limited to specific functions and cannot fully achieve the integrated supply chain information functions required by modern logistics.4. Unreasonable setup of logistics management organizations and poor coordination between departments.Currently, some manufacturing enterprises separate logistics activities such as warehousing, transportation, handling, packaging, and distribution into different departments without establishing a dedicated logistics management department to systematically plan and manage various logistics activities. This dispersed setup of logistics management organizations and functions causes a fragmentation of logistics management activities, weakens the integration of the logistics system, delays the handoff of various logistics operations, and slows the rapid transmission of logistics information. Consequently, the efficiency of enterprise logistics operations and the level of logistics management are significantly reduced. ...
Currently, some manufacturing enterprises still distribute logistics activities such as warehousing, transportation, loading and unloading, handling, packaging, and distribution across different departments, without establishing a dedicated logistics management department to systematically plan and manage various logistics activities. This fragmented structure and function of logistics management lead to artificial segmentation of logistics activities, weakening the integration of the logistics system. Delays in handovers between logistics operations and the rapid transmission of logistics information severely reduce the efficiency of enterprise logistics operations and the level of logistics management. In addition, because there is a lack of coordination and cooperation among different departments, most departments conduct logistics operations from the perspective of their own interests, shifting responsibilities to each other, which significantly affects the overall efficiency and benefits of the enterprise. Overall, at present, the logistics organizational structures of most manufacturing enterprises in China do not meet production and market needs. Internal coordination capabilities are insufficient, a gap exists between the decision-making and operational levels, external responsiveness is weak, and there is a lack of effective horizontal and vertical mechanisms.
5. Enterprises Lack Professional Logistics Talent
Logistics, as a new type of management technology, encompasses a very broad field, requiring logistics managers not only to be familiar with various logistics processes within the enterprise but also to be proficient in logistics management knowledge and various logistics operation technologies. They need to master internal logistics operation skills and understand the operation of the entire extended supply chain. Currently, there is a severe shortage of talent with logistics management knowledge and technical expertise, which falls far short of meeting the needs of modernized enterprise logistics. This is especially true in the manufacturing sector, where logistics has long been undervalued, and enterprises have not paid attention to the cultivation and recruitment of logistics professionals, resulting in a severe lack of composite talent who are knowledgeable in both management and logistics technology.
